This is something I've used often because it can make almost any picture look better. Anyone with Adobe Photoshop and a few photos can do it.

1. Open the image in Photoshop.
2. Duplicate the image layer.
3. Gaussian blur the top layer (I usually do a 5-10).
4. Set the top layer to overlay.
